The event organized by the AMR, is framed within the European program SEAP PLUS (Sustainable Energy Action Plan), whose goal is to reduce CO2 emissions by more than 20% by 2020.

The City Council of Satu Mare was proud to host the General Assembly of the Association of Municipalities of Romania from 25th to 26th September, 2014, and one of the scheduled activities was the visit to the Solaris PV plant, located in the same locality, one of the largest solar PV projects in Europe, with an installed capacity of 56 MWp.

Steluta Bogatu, coordinator of the Association of Municipalities of Romania, representatives of the same Association, mayors from different cities, and Carsten Rothballer, representing ICLEI Europe, toured the facilities of the solar power plant and the substation Ciuperceni and observed the functioning of the equipment which comprises them.

Ion Vrabie, as coordinator of O&M in Romania, in Bester Generación Group, said that “the visitors have shown great interest in the activity and management of the facility, as well as its economic, labour and environmental contribution made in the country.”

Bester Generación, a company dedicated to the development, engineering, construction, operations and maintenance of renewable energy infrastructures, owns almost 60% of the PV plant, acted as EPC contractor and it currently performs the operation and maintenance services.

Stargreen, shareholder controlling more than 20% of the proprietary society of the PV Plant, and Energia Prima, holding over 10%, are exploiting the installation together with Bester Generación.

The installation reaches 67.032 annual GWh of electrical estimated production, capable of supplying more than 20,000 Romanian households.

The photovoltaic system prevents the emission of 49,000 tonnes of CO2 into the atmosphere, equivalent to the annual emissions of approximately 52,000 cars.

The Covenant of mayors is the main European movement of local and regional authorities that commit themselves voluntarily to increase energy efficiency and use of renewable sources of energy in their territories. With its commitment, signatories to the Pact put objective reduce their CO2 emissions by more than 20% by the year 2020. SEAP-PLUS supports and contributes to the successful implementation of the Covenant of mayors by:

  • Promoting and obtaining the adhesion of more Local and Regional Authorities to the Covenant of Mayors – as Signatories and Supporting Structures respectively
  • Helping in the submission of more and better Sustainable Energy Action Plans (SEAP)
  • Facilitating collaboration among Local Governments, Regional Governments and Energy Stakeholders
  • Supporting direct knowledge transfer between “experienced” and “learning Regional Stakeholders”
  • Helping in the integration of SEAP in regional policies
  • • Promoting understanding and use of European policies and funding instruments and programmes like ELENA, IEE, JESSICA, Structural Funds, etc by Local Governments
  • Reaching out and informing as many Local, Regional, National and European Stakeholders as possible

ICLEI is the world’s leading association of cities and local governments dedicated to sustainable development.

A powerful movement of 12 mega-cities, 100 super-cities and urban regions, 450 large cities as well as 450 medium-sized cities and towns in 86 countries.
